The Constitution is far from perfect -- on this
very question, an amendment (or statehood though some areas are too small for that) is required to give equal voting rights including in Congress (alternative arguments to me are unconvincing) -- but the "Insular Cases" approach (to what extent it
still matters) was wrong when decided (and closely divided) and any lingering effects should be ended. Equal justice for millions is at stake.
