Overall, perhaps it is no wonder that the Eleventh Circuit Court, whose ruling on the ACA the Supreme Court reviewed last week, had expressed skepticism that the tax would be enforced the way a tax normally is.Taxes on marijuana, e.g., are not "enforced the way a tax normally is" either.
