A fear addressed here (see also links to Mirror of Justice, with both sides shown). Daily Kos also suggests that intrusive religious proselytizing (that is what is against the law, not simply speaking about religious faith) at time is a problem. The military skewers conservative and problem cases do exist there. Some selectively oppose stopping that sort of thing.
