A stay immediately, even before the district court has a chance to rule on it,
was rejected given the circuit standards were not met. Overall, unlike in NJ were lack of federal benefits after the DOMA ruling made the lower court ruling strongly likely to stick, this is a closer question. I think it might be best to not allow same sex marriages until the appeals are over. Not that strongly upset, mind you, but honestly, probably best policy.

denied a stay but things are in flux.
