I agree with Rick Hasen (like on campaign finance) that there are existing ways to protect the right to vote constitutionally, which is more realistic than an amendment anyhow. Plus, I think we basically have one already combining various things -- republican government provision, 1A (petition especially), 9A, privileges of citizenship and equal protection. Throw in the explicit voting protections. The Electoral College is a problem, but only so much.
