Various changes took place over the years at the New York Public Library, including no more card catalogs and easy online reserves. A more recent thing, which also is used at places like the Westchester Library System, is no more fines.
A reassuring article shows evidence that the policy is working well. People still overall return items. Fines discourage some people with less money from going to the library.
Possible budget cuts do concern library policymakers. Budget issues led to less Sunday service (present in a few branches). People fear another day will be lost. When I was younger, five days service (such as closings on Wednesday) was the norm.
